Service-Public.fr asks for 35×45 mm, with the face 32–36 mm from chin to the top of the skull excluding hair. The background is plain and light, for example light blue or light grey. A white background is forbidden. Colour is strongly recommended. The mouth is closed and the head is straight. Ears are uncovered. The head is bare on that page, with no religious exception written there.
In France the photo must be taken by an authorised professional or an approved booth. A file from a consumer site is not that capture. This page is for a consulate abroad, and the domestic page does not confirm the consulate rule.
